           Due to floods crisis in Thailand, the Administrative Court, as national pillar protecting citizen’s rights and interests, takes into account the importance of precautionary measures for floods prevention in the future. The current circumstance shows that many areas of Thai administration system and process have to be reformed in order that any damages caused by natural disaster could be effectively prevented with effective public administration and legal enforcement. Therefore, State administration urgently needs to conduct national reform plans to establish the integrity of administration networking system and process across the nation.
          The Administrative Court enforces thus the fulfillment of such needs by encouraging Thai public and civil society to urge the government and state entities to conduct, with private sectors, the cooperative reform of urban planning, infrastructure, logistic and national laws in a sustainable manner resulting in the most effective development to Thai people’s higher quality of life. In this respect, public participation and consultation are needed to remind state entities of public interest based on individual rights to equal protection by law for security and safety in living. The enhancement of this significant principle is to be carried out by the Administrative Court who frames, orients and corrects the administrative performance of the State with court precedents.
